The following are ways to deal with the above errant dealers:

Step one
Use interview techniques taught in my course to question dealers on their process of selling such cards to identify doubtful dealers or conduct audit on sale records of such cards to identify suspicious transactions

Step two
Conduct integrity checks or trap purchase on the suspected dealers by using undercover staff or mystery shopper to buy the phone card without registration. To ensure effectiveness the undercover staff or mystery shopper should be properly trained and provided with the equipment to carry out the operation including covert recording of the transaction.

Step three
